In 1991, rookie AMS agent G and Detective Isaac Washington investigate disappearances and a mutant outbreak in Bayou City, Louisiana. They storm the mansion of Papa Caesar, a crime lord who killed Isaac's father. Caesar flees, while disabled scientist Jasper Guns, whom Caesar used, is mutated after injecting himself with an unknown substance.
